Washington, D.C. has no representation in the <span data-term-id=\"56935975\">U.S. Senate<\/span>.<\/p>\n\n    <\/div>\n\n\n\n<div><p>Despite lacking full Congressional representation, registered <span data-term-id=\"56935973\">D.C. voters<\/span> participate in federal presidential elections and elect local officials. Local voting processes are similar to those in other parts of the country. The winning candidate receives three electoral votes.\u00a0<span data-term-id=\"56935956\">D.C. residents<\/span>\u00a0also vote in <span data-term-id=\"56935944\">local elections<\/span> for the following offices:<\/p>\n<ul>\n<li>Mayor<\/li>\n<li><span data-term-id=\"56935971\">Attorney General<\/span><\/li>\n<li><span data-term-id=\"56935969\">D.C. Council<\/span><\/li>\n<li>D.C. Board of Education<\/li>\n<li>Ballot measures and <span data-term-id=\"56935958\">initiatives<\/span>, like\u00a0<span data-term-id=\"56935989\">D.C. statehood<\/span><\/li>\n<\/ul>\n<p><span data-term-id=\"56935956\">D.C. residents<\/span> vote to send a delegate to the U.S. <span data-term-id=\"56935986\">House of Representatives<\/span>, but it\u2019s not a voting member.<\/p>\n<h2><strong>Am I Eligible To Vote In Washington, D.C.?<\/strong><\/h2>\n<p>You are eligible to vote in Washington, D.C., if you:<\/p>\n<ul>\n<li>Are a\u00a0<a href=\"https:\/\/www.findlaw.com\/immigration\/citizenship\/citizenship-basics.html\">citizen<\/a>\u00a0of the United States of America<\/li>\n<li>Have been a resident of the\u00a0<span data-term-id=\"56935937\">District of Columbia<\/span>\u00a0for at least 30 days before\u00a0<span data-term-id=\"56935938\">Election Day<\/span>, which includes incarcerated\u00a0<span data-term-id=\"56935956\">D.C. residents<\/span><\/li>\n<li>Are at least 18 years of age on\u00a0<span data-term-id=\"56935938\">Election Day<\/span><\/li>\n<\/ul>\n<p>If you meet the <span data-term-id=\"56935957\">eligibility<\/span> requirements, you may pre-register to vote at 16 and will be automatically registered when you turn 18. You may vote in <span data-term-id=\"56935946\">primary elections<\/span> at 17 if you will turn 18 <span data-term-id=\"56935959\">years old<\/span> by the <span data-term-id=\"56935939\">general election<\/span>.<\/p>\n<h3>Incarcerated <span data-term-id=\"56935956\">D.C. Residents<\/span><\/h3>\n<p>Incarcerated <span data-term-id=\"56935956\">D.C. residents<\/span> may still be eligible to vote. To qualify, you must be a <span data-term-id=\"56935953\">U.S. citizen<\/span>, have lived in D.C. for at least 30 days before incarceration, not have been declared incapable of voting by a court, and not claim <span data-term-id=\"56935951\">voting rights<\/span> in another state or territory.<\/p>\n<p>The <span data-term-id=\"56935968\">D.C. <\/span><span data-term-id=\"56935945\">Board of Elections<\/span> distributes <span data-term-id=\"56935940\">voter registration<\/span> materials to <span data-term-id=\"56935956\">D.C. residents<\/span> in both D.C. Department of Corrections and federal Bureau of Prisons facilities. If you are incarcerated at D.C. Jail, you may vote by <span data-term-id=\"56935950\">mail-in ballot<\/span> or <span data-term-id=\"56935941\">in person<\/span>, with <span data-term-id=\"56935963\">same-day registration<\/span> available on <span data-term-id=\"56935938\">election days<\/span>.\u00a0If you are held at a federal Bureau of Prisons facility and have already registered, they will deliver your ballot by legal mail. You have to return it postmarked on or before <span data-term-id=\"56935938\">Election Day<\/span>. The <span data-term-id=\"56935965\">District of Columbia<\/span> <span data-term-id=\"56935945\">Board of Elections<\/span> must receive it within 10 days after the election.<\/p>\n<p>If you transfer to another facility or are released, you must notify the\u00a0<a href=\"https:\/\/www.dcboe.org\/\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"56935945\">Board of Elections<\/span><\/a>\u00a0in writing of your new location. To confirm receipt of your registration form or ballot, call the\u00a0<a href=\"https:\/\/cfo.dc.gov\/sites\/default\/files\/dc\/sites\/ocfo\/publication\/attachments\/dl_boe_chapter_2026o.pdf\" target=\"_blank\" rel=\"noopener\">Board at 202-727-2525<\/a>. Federal inmates may also contact\u00a0<a href=\"https:\/\/cic.dc.gov\/sites\/default\/files\/dc\/sites\/cic\/page_content\/attachments\/Voting%20While%20Incarcerated%20.pdf\" target=\"_blank\" rel=\"noopener\">outreachspecialist@<span data-term-id=\"56935955\">dcboe<\/span>.org<\/a> through Corrlinks.<\/p>\n<h3>Noncitizen Residents<\/h3>\n<p>Noncitizen residents may be eligible to vote in certain D.C. elections. The\u00a0<a href=\"https:\/\/www.dcboe.org\/voters\/register-to-vote\/non-citizen\" target=\"_blank\" rel=\"noopener\">Local Resident <span data-term-id=\"56935951\">Voting Rights<\/span> Amendment Act of 2022 (LRVRAA)<\/a>\u00a0allows lawful permanent residents and some other noncitizens to register and vote in <span data-term-id=\"56935944\">local elections<\/span> if they have lived in D.C. for more than 29 days before the election and are at least 18 <span data-term-id=\"56935959\">years old<\/span>. Eligible <span data-term-id=\"56935944\">local elections<\/span> include races for Mayor, <span data-term-id=\"56935971\">Attorney General<\/span>, <span data-term-id=\"56935969\">D.C. Council<\/span>, State Board of Education, Advisory Neighborhood Commissioners, and local ballot measures.<\/p>\n<p>Federal law still prohibits noncitizens from voting in federal elections. The LRVRAA applies only to <span data-term-id=\"56935944\">local elections<\/span>.<\/p>\n<h3>Ongoing Legal and Legislative Challenges on LRVRAA<\/h3>\n<p>The LRVRAA faces ongoing legal and legislative challenges. In\u00a0<a href=\"https:\/\/caselaw.findlaw.com\/court\/us-dc-circuit\/117411567.html\" target=\"_blank\" rel=\"noopener\">Hall v. <span data-term-id=\"56935968\">D.C. <\/span><span data-term-id=\"56935945\">Board of Elections<\/span><\/a>, D.C. citizen-voters sued, arguing that\u00a0allowing noncitizens to participate in <span data-term-id=\"56935944\">local elections<\/span> would\u00a0&#8220;reduce the voting power of each <span data-term-id=\"56935953\">U.S. citizen<\/span> voter in <span data-term-id=\"56935944\">local elections<\/span>.&#8221;<\/p>\n<p>A federal district court dismissed the case for lack of standing, but the U.S. Court of Appeals for the D.C. Circuit reversed this decision in June 2025, finding the vote-dilution theory sufficient for standing and remanding the case. The constitutional issue remains unresolved.<\/p>\n<p>Separately, the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/884\" target=\"_blank\" rel=\"noopener\">House passed H.R. 884<\/a> on June 10, 2025, to repeal the LRVRAA. As of this writing, the bill is with the Senate Committee on Homeland Security and Governmental Affairs, awaiting further action. Because the law\u2019s status may change, noncitizen residents should confirm <span data-term-id=\"56935957\">eligibility<\/span> with the\u00a0<a href=\"https:\/\/dcboe.org\/voters\/register-to-vote\/non-citizen\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"56935968\">D.C. <\/span><span data-term-id=\"56935945\">Board of Elections<\/span><\/a> before registering or voting.<\/p>\n<h2><strong>Who Is Not Eligible To Vote in D.C.<\/strong><\/h2>\n<p>Not all <span data-term-id=\"56935956\">D.C. residents<\/span> are eligible to vote. You cannot vote in D.C. if either of the following applies to you.<\/p>\n<ul>\n<li><strong>A court has declared you legally incompetent to vote<\/strong>:\u00a0D.C. law disqualifies anyone a court has found to be legally incompetent to vote. Having a guardian or a cognitive disability alone does not take away your right to vote. Only a court order declaring you legally incompetent does.<\/li>\n<li><strong>You claim <span data-term-id=\"56935951\">voting rights<\/span> elsewhere<\/strong>:\u00a0D.C. law requires voters to maintain exclusive voting residence in the District. No candidate representative, fellow voter, or poll worker may watch your selections or try to influence your choices while you vote.<\/li>\n<li><strong>The right to a replacement ballot<\/strong>:\u00a0If you make a mistake before submitting your ballot, notify an election worker. They will cancel the flawed ballot and issue a new one. Knowing what is and is not allowed can help you recognize a problem and respond appropriately.<\/p>\n<h3><strong>What Is Not Allowed Near <span data-term-id=\"56935976\">Polling Places<\/span>?<\/strong><\/h3>\n<p>Under\u00a0<a href=\"https:\/\/codes.findlaw.com\/dc\/division-i-government-of-district\/dc-code-sect-1-1001-10.html\/\" target=\"_blank\" rel=\"noopener\">D.C. Code<\/a>, no one may canvass, electioneer, circulate petitions, post campaign materials, or engage in any activity that disrupts an election inside a <span data-term-id=\"56935976\">polling place<\/span> or within 50 feet of its entrance or exit. This includes displaying campaign signs, handing out literature, and approaching voters to advocate for or against any candidate or ballot measure. These officers are only allowed at polling locations if it is necessary to repel armed enemies of the United States. At present, there is no federal law that clearly bans ICE or other federal immigration agents from being within 100 feet of a <span style=\"font-size: revert; color: initial;\" data-term-id=\"56935976\">polling place<\/span><span style=\"font-size: revert; color: initial;\">.
