Such tactics include restrictive ID laws, purging <span data-term-id=\"57662241\">voter rolls<\/span>, and reducing <span data-term-id=\"57662237\">polling places<\/span> to create hurdles for eligible U.S. citizens.<\/p>\n\n    <\/div>\n\n\n\n<p><span data-term-id=\"57662233\">Voter suppression<\/span> happens when someone prevents or discourages a registered voter from voting or exercising their right to vote. The right to vote in free and fair elections is a foundational feature of our <span data-term-id=\"57662282\">American democracy<\/span>. Fair elections are perhaps the most direct way for people to exercise the power democracy gives them. It allows the people to elect representatives and support their favored policies. It also allows them to hold the government accountable.<\/p>\n<p>This article discusses <span data-term-id=\"57662233\">voter suppression<\/span> and the history of voting rights in the United States. The article begins by explaining <span data-term-id=\"57662255\">voter fraud<\/span>, <span data-term-id=\"57662233\">voter suppression<\/span>, and <span data-term-id=\"57662253\">gerrymandering<\/span>. It also covers how to recognize <span data-term-id=\"57662233\">voter suppression<\/span> and what to do if you experience it.<\/p>\n<h2>Understanding <span data-term-id=\"57662233\">Voter Suppression<\/span><\/h2>\n<p><span data-term-id=\"57662233\">Voter suppression<\/span> happens when a group or person discourages or prevents an <span data-term-id=\"57662272\">eligible voter<\/span> from casting a ballot. As the <a href=\"https:\/\/www.brennancenter.org\/our-work\/analysis-opinion\/5-egregious-voter-suppression-laws-2021\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"57662269\">Brennan Center for Justice<\/span><\/a> points out, the &#8220;modern approach&#8221; to suppressing voters is characterized as \u201cdeath by a thousand cuts.&#8221; These methods often involve state laws that, when taken together, make it more difficult for <span data-term-id=\"57662272\">eligible voters<\/span> to cast their ballots.<\/p>\n<p><span data-term-id=\"57662233\">Voter suppression<\/span> can take many forms, from restrictive laws to outright illegal activities. Some tactics are official government policies, while others involve intimidation or <span data-term-id=\"57662281\">misinformation<\/span>. This article describes common <span data-term-id=\"57662267\">voter suppression<\/span><span data-term-id=\"57662267\"> tactics<\/span> and what to do if you experience them.<\/p>\n<h2><span data-term-id=\"57662233\">Voter Suppression<\/span> vs. <span data-term-id=\"57662255\">Voter Fraud<\/span><\/h2>\n<p><span data-term-id=\"57662233\">Voter suppression<\/span> is often confused with <span data-term-id=\"57662255\">voter fraud<\/span>, but they are different problems. <strong><span data-term-id=\"57662233\">Voter suppression<\/span><\/strong> prevents or discourages <span data-term-id=\"57662272\">eligible voters<\/span> from casting their ballots. This undermines democracy by silencing legitimate voters. <strong><span data-term-id=\"57662255\">Voter fraud<\/span><\/strong> occurs when ineligible people vote or when someone votes more than once in a single election. Research shows that <a href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/debunking-voter-fraud-myth\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"57662255\">voter fraud<\/span> is exceedingly rare<\/a>.<\/p>\n<p>Both <span data-term-id=\"57662233\">voter suppression<\/span> and <span data-term-id=\"57662255\">voter fraud<\/span> undermine free and fair elections, but they do so in different ways. Suppression prevents legitimate votes from being counted, while fraud adds illegitimate votes to the count.<\/p>\n<h2>Related Issue: <span data-term-id=\"57662253\">Gerrymandering<\/span><\/h2>\n<p><a href=\"https:\/\/dictionary.findlaw.com\/definition\/gerrymander.html\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"57662253\">Gerrymandering<\/span><\/a>\u200b is a related but distinct issue from <span data-term-id=\"57662233\">voter suppression<\/span>. <span data-term-id=\"57662253\">Gerrymandering<\/span> is the practice of redrawing political district boundaries to give one party an unfair advantage. The term comes from <a href=\"https:\/\/blogs.loc.gov\/law\/2017\/02\/elbridge-gerry-and-the-monstrous-gerrymander\/\" target=\"_blank\" rel=\"noopener\">Elbridge Gerry&#8217;s attempt<\/a>\u200b to redraw Massachusetts&#8217;s district lines in 1812.<\/p>\n<p>While <span data-term-id=\"57662253\">gerrymandering<\/span> doesn&#8217;t prevent people from voting, it can dilute the power of their votes. Political parties can <a href=\"https:\/\/redistricting.lls.edu\/redistricting-101\/why-should-we-care\/\" target=\"_blank\" rel=\"noopener\">strategically redraw district lines<\/a>\u200b to gain a partisan advantage, reduce an <a href=\"https:\/\/www.brennancenter.org\/sites\/default\/files\/analysis\/whyredistrictingmatters.pdf\" target=\"_blank\" rel=\"noopener\">incumbent&#8217;s chances <\/a><a href=\"https:\/\/www.brennancenter.org\/sites\/default\/files\/analysis\/whyredistrictingmatters.pdf\" target=\"_blank\" rel=\"noopener\">of reelection<\/a>, drop\u00a0<a href=\"https:\/\/www.pbs.org\/wgbh\/pages\/frontline\/government-elections-politics\/choice-2012\/artifact-nine-obamas-big-political-play\/\" target=\"_blank\" rel=\"noopener\">potential political challengers<\/a>, or\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/court-finds-galveston-county-texas-redistricting-plan-violates-voting-rights-act\" target=\"_blank\" rel=\"noopener\">dilute minority votes<\/a>. By &#8220;packing&#8221; voters with similar political views into a few districts or &#8220;cracking&#8221; them across many districts, <span data-term-id=\"57662253\">gerrymandering<\/span> reduces the impact of those votes on election outcomes.<\/p>\n<h2>Types of <span data-term-id=\"57662267\">Voter Suppression<\/span><span data-term-id=\"57662267\"> Tactics<\/span><\/h2>\n<p><span data-term-id=\"57662267\">Voter suppression<\/span><span data-term-id=\"57662267\"> tactics<\/span> range from official state laws that make voting more difficult to illegal activities designed to prevent people from casting ballots. Some <span data-term-id=\"57662254\">forms of <\/span><span data-term-id=\"57662233\">voter suppression<\/span> are difficult to spot because they have legitimate goals, such as preventing fraud or reducing costs. Understanding these tactics helps voters recognize when their rights may be at risk.<\/p>\n<h3>Restrictive <span data-term-id=\"57662236\">Voter ID Laws<\/span><\/h3>\n<p><a href=\"https:\/\/www.findlaw.com\/voting\/how-do-i-protect-my-right-to-vote-\/voter-suppression-and-voter-id-laws.html\"><span data-term-id=\"57662295\">Strict <\/span><span data-term-id=\"57662236\">voter ID laws<\/span><\/a>\u200b can suppress voters by creating barriers to obtaining acceptable identification. While some states have voter <span data-term-id=\"57662260\">ID requirements<\/span> to prevent <span data-term-id=\"57662255\">voter fraud<\/span>, critics argue that certain laws are designed to make voting more difficult for specific groups of people. Research suggests that some laws may have a \u201cdisparate impact\u201d by unintentionally targeting <span data-term-id=\"57662292\">communities of color<\/span>, even if that is not the stated intent.<\/p>\n<p>Restrictive documentation requirements, such as requiring specific types of\u00a0<span data-term-id=\"57662290\">photo ID<\/span>\u00a0and proof of address, can create barriers for\u00a0<span data-term-id=\"57662272\">eligible voters<\/span>\u00a0who lack these documents. The SAVE Act of 2026, if enacted, would require that\u00a0<span data-term-id=\"57662290\">photo IDs<\/span>,\u00a0such as driver\u2019s licenses, match the name on birth certificates, creating a new hurdle for anyone who has changed their last name (such as married women).<\/p>\n<h3><span data-term-id=\"57662234\">Voter Registration<\/span> Restrictions<\/h3>\n<p>States may suppress voters through restrictions on <span data-term-id=\"57662234\">voter registration<\/span>, including:<\/p>\n<ul>\n<li><strong>Restrictions on <span data-term-id=\"57662234\">voter registration<\/span> drives<\/strong>: Limiting who can conduct registration drives or imposing complex requirements on organizations that register voters<\/li>\n<li><strong><span data-term-id=\"57662265\">Voter <\/span><span data-term-id=\"57662240\">purges<\/span><\/strong>: When <span data-term-id=\"57662272\">eligible voters<\/span> get removed from <span data-term-id=\"57662241\">voter rolls<\/span> improperly, often without notice to voters<\/li>\n<li><strong>Rejecting registrations for minor errors<\/strong>: Refusing to process registration forms due to small mistakes or missing information<\/li>\n<li><strong>Limited registration periods<\/strong>: Short windows for <span data-term-id=\"57662234\">voter registration<\/span> before elections<\/li>\n<li><strong>Proof of citizenship requirements<\/strong>: Demanding specific documentation beyond what&#8217;s required by federal law<\/li>\n<\/ul>\n<p>The legality of these methods is often under scrutiny.<\/p>\n<h3>Reduced <span data-term-id=\"57662274\">Voting Access<\/span><\/h3>\n<p>Voters must have access to <span data-term-id=\"57662237\">polling places<\/span>, drop boxes, <span data-term-id=\"57662284\">voting machines<\/span>, and other election materials. The <span data-term-id=\"57662242\">Voting Rights Act of 1965<\/span> guaranteed voters a number of rights, but the most important was the requirement that states must get federal approval before changing any voting rights laws. The <span data-term-id=\"57662245\">Supreme Court<\/span>&#8216;s\u00a0<a href=\"https:\/\/caselaw.findlaw.com\/court\/us-dc-circuit\/1601217.html\" target=\"_blank\" rel=\"noopener\"><em><span data-term-id=\"57662276\">Shelby County v. Holder<\/span><\/em><\/a><em>\u00a0<\/em>case\u00a0eliminated this protection. States have since made numerous changes to <span data-term-id=\"57662274\">voting access<\/span> laws, including:<\/p>\n<ul>\n<li>Increased enforcement of <span data-term-id=\"57662236\">voter ID laws<\/span>: In some states, this exclusively targeted <span data-term-id=\"57662259\">African-American<\/span> and other minority voters<\/li>\n<li>Reduced <span data-term-id=\"57662238\">early voting<\/span> and <span data-term-id=\"57662294\">vote-by-mail<\/span> voting<\/li>\n<li>Limited voting hours, early <span data-term-id=\"57662237\">polling place<\/span> <span data-term-id=\"57662270\">closures<\/span>, and consolidation of <span data-term-id=\"57662297\">polling stations<\/span><\/li>\n<li>Limits on who could provide transportation to polls, deliver food or water, and other amenities at poll locations<\/li>\n<li>Reduction or elimination of drop boxes<\/li>\n<li>Limits or restrictions on how disabled voters can receive assistance<\/li>\n<\/ul>\n<p>The <span data-term-id=\"57662248\">ACLU<\/span> in each state began targeting these laws for constitutional violations, but every instance must be litigated separately.<\/p>\n<h3>Illegal <span data-term-id=\"57662233\">Voter Suppression<\/span> Activities<\/h3>\n<p>Some <span data-term-id=\"57662267\">voter suppression<\/span><span data-term-id=\"57662267\"> tactics<\/span> are explicitly illegal, including:<\/p>\n<ul>\n<li>Destruction of <span data-term-id=\"57662234\">voter registration<\/span> cards<\/li>\n<li><span data-term-id=\"57662266\">Voter intimidation<\/span> at <span data-term-id=\"57662237\">polling places<\/span><\/li>\n<li>Spreading false information about voting dates, times, or locations<\/li>\n<li>Threatening voters with consequences if they vote<\/li>\n<li>Armed presence designed to intimidate voters<\/li>\n<\/ul>\n<p>If you encounter any of these, contact your state\u2019s Secretary of State\u2019s office or reach out to a <a href=\"https:\/\/lawyers.findlaw.com\/civil-rights\/?fli=dcta\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"57662235\">civil rights<\/span> attorney<\/a>.<\/p>\n<h3>Ballot Drop Box Restrictions<\/h3>\n<p>Before 2020, most state laws were silent on voters&#8217; use of <span data-term-id=\"57662293\">ballot boxes<\/span>. <span data-term-id=\"57662293\">Ballot boxes<\/span> allow people to drop off their <span data-term-id=\"57662283\">absentee ballots<\/span>. At least 29 states now have laws on the states&#8217; provision of <span data-term-id=\"57662293\">ballot boxes<\/span>. Three states (Louisiana, Missouri, and <span data-term-id=\"57662239\">Texas<\/span>) have banned <span data-term-id=\"57662293\">ballot boxes<\/span>.<\/p>\n<h2>History of <span data-term-id=\"57662289\">Voter Suppression<\/span><span data-term-id=\"57662289\"> Laws<\/span><\/h2>\n<p>At its beginning, the U.S. Constitution did not provide a universal right to vote. Instead, it <a href=\"https:\/\/constitution.findlaw.com\/article1\/annotation18.html\" target=\"_blank\" rel=\"noopener\">let the states decide<\/a>\u200b who could vote in federal, state, and local elections.<\/p>\n<p>The United States has a <a href=\"https:\/\/www.findlaw.com\/civilrights\/discrimination\/civil-rights-and-voting-history-and-law.html\">long history<\/a>\u200b of blocking certain Americans from voting. At first, only white, male property owners or taxpayers could vote in elections. After the <span data-term-id=\"57662288\">Civil War<\/span>, the <a href=\"https:\/\/constitution.findlaw.com\/amendment15.html\" target=\"_blank\" rel=\"noopener\">Fifteenth Amendment<\/a>\u200b gave every man in America the right to vote, regardless of &#8220;race, color, or previous condition of servitude.&#8221;<\/p>\n<p>From 1890 forward, former Confederate states amended their state constitutions to <a href=\"https:\/\/www.findlaw.com\/civilrights\/discrimination\/civil-rights-and-voting-history-and-law.html\"><span data-term-id=\"57662246\">disenfranchise<\/span> <span data-term-id=\"57662250\">Black voters<\/span><\/a>. Some of the more well-known \u201c<a href=\"https:\/\/www.findlaw.com\/voting\/how-do-i-protect-my-right-to-vote-\/jim-crow-laws.html\"><span data-term-id=\"57662278\">Jim Crow<\/span><span data-term-id=\"57662278\"> Laws<\/span><\/a>\u201d include:<\/p>\n<ul>\n<li><a href=\"https:\/\/dictionary.findlaw.com\/definition\/poll-tax.html\" target=\"_blank\" rel=\"noopener\"><span data-term-id=\"57662252\">Poll taxes<\/span><\/a>\u200b (a fee to register to vote)<\/li>\n<li>Residency requirements<\/li>\n<li>Literacy and comprehension tests<\/li>\n<\/ul>\n<p>Women didn&#8217;t get the right to vote until 1920. Congress passed the 19th Amendment to the U.S. Constitution in 1919, and the states ratified it in 1920.<\/p>\n<h2><span data-term-id=\"57662242\">Voting Rights Act of 1965<\/span><\/h2>\n<p>After <a href=\"https:\/\/www.history.com\/topics\/black-history\/voting-rights-act\" target=\"_blank\" rel=\"noopener\">significant efforts<\/a>\u200b from voting rights activists, Congress passed the <a href=\"https:\/\/www.findlaw.com\/voting\/how-do-i-protect-my-right-to-vote-\/the-voting-rights-act-of-1965-overview.html\"><span data-term-id=\"57662242\">Voting Rights Act of 1965<\/span><\/a>, and President Lyndon B. Johnson signed it into law. The Voting Rights Act regulated elections. Specifically, it:<\/p>\n<ul>\n<li>Banned the use of <span data-term-id=\"57662263\">literacy tests<\/span> as a requirement for <span data-term-id=\"57662234\">voter registration<\/span><\/li>\n<li>Gave the federal government control of <span data-term-id=\"57662234\">voter registration<\/span> in areas where fewer than half of minorities were not registered to vote<\/li>\n<li>Permitted the U.S. Attorney General to investigate the use of <span data-term-id=\"57662252\">poll taxes<\/span> in state and local elections (the <span data-term-id=\"57662245\">Supreme Court<\/span> <a href=\"https:\/\/caselaw.findlaw.com\/court\/us-supreme-court\/383\/663.html\" target=\"_blank\" rel=\"noopener\"><u>banned <span data-term-id=\"57662252\">poll taxes<\/span> in 1966<\/u><\/a>\u200b)<\/li>\n<\/ul>\n<p>After the passage of the Voting Rights Act, <span data-term-id=\"57662250\">Black <\/span><span data-term-id=\"57662244\">voter<\/span><span data-term-id=\"57662244\"> turnout<\/span>\u00a0increased from 6% in 1964 to 59% in 1969.<\/p>\n<p>Section Five of the Voting Rights Act contained rules that applied only to states or jurisdictions that engaged in voting discrimination. It prevented <span data-term-id=\"57662275\">state legislatures<\/span> from enacting any laws or practices affecting voting without the approval of the U.S. Attorney General or the U.S. District Court in Washington, D.C.<\/p>\n<p>Section Five had a &#8220;coverage formula&#8221; that identified the states or jurisdictions that had to obtain approval for their voting rules. It included nine states and parts of six other states.<\/p>\n<p>In <a href=\"https:\/\/caselaw.findlaw.com\/court\/us-supreme-court\/12-96.html\" target=\"_blank\" rel=\"noopener\">2013, the <span data-term-id=\"57662280\">U.S. <\/span><span data-term-id=\"57662245\">Supreme Court<\/span><\/a>\u200b ruled that Section Five&#8217;s coverage formula was unconstitutional. The Court decided that Section Five was unenforceable because Congress had failed to update the coverage formula.<\/p>\n<h2>Modern <span data-term-id=\"57662233\">Voter Suppression<\/span><\/h2>\n<p><a href=\"https:\/\/www.lwv.org\/voting-rights\/fighting-voter-suppression\" target=\"_blank\" rel=\"noopener\">Voting rights advocates<\/a>\u200b say <span data-term-id=\"57662233\">voter suppression<\/span> is still a problem in the U.S. They say <span data-term-id=\"57662233\">voter suppression<\/span> affects voters of color more than white voters, and that voters of color are not the only targets.<\/p>\n<p>This section details changes in state <span data-term-id=\"57662251\">voting laws<\/span> over the past few years. It begins by describing how the COVID-19 <span data-term-id=\"57662262\">pandemic<\/span> affected the 2020 <span data-term-id=\"57662261\">presidential election<\/span>. It then discusses changes to state <span data-term-id=\"57662251\">voting laws<\/span> after the 2020 election.<\/p>\n<h3>COVID-19 and the 2020 <span data-term-id=\"57662261\">Presidential Election<\/span><\/h3>\n<p><a href=\"https:\/\/www.findlaw.com\/voting\/how-u-s--elections-work\/voting-amid-covid-19.html\">Voting amid a <span data-term-id=\"57662262\">pandemic<\/span><\/a>\u200b creates its own risk of <span data-term-id=\"57662233\">voter suppression<\/span>, particularly if voters do not feel safe visiting <span data-term-id=\"57662237\">polling places<\/span>. In the lead-up to the 2020 <span data-term-id=\"57662261\">presidential election<\/span>, many states had to change their voting procedures due to the COVID-19 <span data-term-id=\"57662262\">pandemic<\/span>. Jurisdictions had to determine how <span data-term-id=\"57662272\">eligible voters<\/span> could vote while remaining safe from the virus.<\/p>\n<p>In some cases, states had to use larger spaces to host <span data-term-id=\"57662237\">polling places<\/span>. Many states had to invest in personal protective equipment (PPE) for polling officials. These officials also had training on reducing contact with voters and other polling staff.<\/p>\n<p>One of the biggest changes during the 2020 <span data-term-id=\"57662261\">presidential election<\/span> was the increased use of absentee or mail-in ballots. These laws allow some voters to <span data-term-id=\"57662277\">mail ballots<\/span> ahead of the election. These ballots were not new, as every state offered them in elections. Given the <span data-term-id=\"57662262\">pandemic<\/span>, states had to prepare for a significant increase in the requests for and use of such ballots.<\/p>\n<p>Before the election, President Donald <span data-term-id=\"57662256\">Trump<\/span> expressed <a href=\"https:\/\/www.factcheck.org\/2020\/09\/trumps-repeated-false-attacks-on-mail-in-ballots\/\" target=\"_blank\" rel=\"noopener\">his distrust of mail-in voting<\/a>\u200b and how it could lead to <span data-term-id=\"57662255\">voter fraud<\/span>. These queries included:<\/p>\n<ul>\n<li>&#8220;Does providing more access to absentee\/mail voting degrade the American tradition of <span data-term-id=\"57662249\">Election Day<\/span>?&#8221;<\/li>\n<li>&#8220;Does more absentee\/mail voting increase the likelihood for fraudulent use of <span data-term-id=\"57662283\">absentee ballots<\/span>?&#8221;<\/li>\n<li>&#8220;Does providing more absentee\/mail voting make voting more convenient and therefore encourage more voter participation?&#8221;<\/li>\n<li>&#8220;Who uses absentee\/mail voting?\u201d (See MIT&#8217;s <a href=\"https:\/\/electionupdates.caltech.edu\/2020\/03\/20\/some-demographics-on-voting-by-mail\/\" target=\"_new\" rel=\"noopener\"><u>Some Demographics on <span data-term-id=\"57662294\">Voting By Mail<\/span><\/u><\/a>\u200b)<\/li>\n<li>&#8220;Does absentee\/mail voting give an advantage to one party over the other?\u201d (The answer is mostly no, according to a <a href=\"https:\/\/drive.google.com\/file\/d\/1f0cxGEvuqJ-aYl0nRQyq62Glo6bWquXC\/view\" target=\"_blank\" rel=\"noopener\"><u>2020 study from Stanford University<\/u><\/a>\u200b)<\/li>\n<\/ul>\n<p>President Joe Biden won the 2020 <span data-term-id=\"57662261\">presidential election<\/span>, but <span data-term-id=\"57662256\">Trump<\/span> refused to concede. He also challenged the Electoral College, alleging that Democrats stole the election. Between himself and other election deniers, over 60 lawsuits were filed. To date, no court has found merit in their <span data-term-id=\"57662286\">election fraud<\/span> claims. For more information about lawsuits challenging the 2020 election, browse the <a href=\"https:\/\/campaignlegal.org\/results-lawsuits-regarding-2020-elections\" target=\"_blank\" rel=\"noopener\">Campaign Legal Center&#8217;s website<\/a>.<\/p>\n<h3>Changes To <span data-term-id=\"57662251\">Voting Laws<\/span> After the 2020 Election<\/h3>\n<p>Many states passed <span data-term-id=\"57662251\">voting laws<\/span> following the 2020 election cycle. These laws focused on ensuring free and fair elections. While each proposed bill varied, lawmakers focused on several issues, including:<\/p>\n<ul>\n<li><span data-term-id=\"57662290\">Photo <\/span><span data-term-id=\"57662260\">ID<\/span><span data-term-id=\"57662260\"> requirements<\/span><\/li>\n<li><span data-term-id=\"57662238\">Early voting<\/span> (mail-in ballots) and when <span data-term-id=\"57662238\">early vote<\/span> counting may begin<\/li>\n<li>New restrictions on <span data-term-id=\"57662234\">voter registration<\/span><\/li>\n<li>Restrictions on restoring voting rights for past felons<\/li>\n<\/ul>\n<p>While post-election lawmakers proposed more bills than usual, <span data-term-id=\"57662275\">state legislatures<\/span> enacted bills at pre-2020 levels. According to the NCSL, lawmakers nationwide <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/the-evolution-of-absentee-mail-voting-laws-2020-through-2022\" target=\"_blank\" rel=\"noopener\">introduced 3,677 election-related bills<\/a>\u200b to <span data-term-id=\"57662275\">state legislatures<\/span> in 2021. This was a 25% increase in any odd-numbered year since the NCSL began tracking this information in 2001.<\/p>\n<p>While thousands were introduced, states enacted only 290 proposed bills, a figure that tracked with numbers from the last several odd-numbered years. In 2022, legislators proposed 2,120 such bills, and states passed 280 of them.<\/p>\n<h3>Examples of Recent State Law Changes<\/h3>\n<p>In 2021, <span data-term-id=\"57662247\">Georgia<\/span> passed a law requiring absentee voters to <a href=\"https:\/\/www.oconeecounty.com\/DocumentCenter\/View\/14350\/Absentee-Voting-In-Georgia-2022?bidId=\" target=\"_blank\" rel=\"noopener\">swear an oath<\/a>. The oath requires the person to affirm or swear that they are eligible to vote and that they are requesting the\u00a0<span data-term-id=\"57662283\">absentee ballot<\/span>\u00a0for themselves. Anyone who signs the oath on behalf of another person could face a $100,000 fine and up to 10 years in prison.<\/p>\n<p>Before the 2020 election, 30 states and the District of Columbia allowed <span data-term-id=\"57662283\">absentee ballot<\/span> processing before <span data-term-id=\"57662249\">Election Day<\/span>. As of 2023, 40 states and D.C. allow pre-<span data-term-id=\"57662249\">Election Day<\/span> processing. The other 10 states begin processing <span data-term-id=\"57662283\">absentee ballots<\/span> on <span data-term-id=\"57662249\">Election Day<\/span>.<\/p>\n<h2>How To Recognize <span data-term-id=\"57662233\">Voter Suppression<\/span><\/h2>\n<p>Recognizing <span data-term-id=\"57662233\">voter suppression<\/span> or <span data-term-id=\"57662255\">voter fraud<\/span> at the polls is difficult. The news and social media are filled with alarming reports about fraud and changes to <span data-term-id=\"57662251\">voting laws<\/span> every day, and it can be difficult to know what to believe. Be alert for sudden changes in your immediate state and county for things like:<\/p>\n<ul>\n<li>Being told you are not eligible to vote when you know you are<\/li>\n<li>Notification by phone or text that you should update your registration<\/li>\n<li>Demands at the polls or from the registrar for documents you do not need to provide<\/li>\n<li>Sudden changes to the polling location or drop box location<\/li>\n<li>Being challenged by a poll worker without a valid reason<\/li>\n<li>Notice of registration <span data-term-id=\"57662240\">purge<\/span> without a valid reason<\/li>\n<li>Receiving threatening or unusual communications about voting.<\/li>\n<\/ul>\n<p>If any of these apply, you may need to react to preserve a fair election. The next section explains what to do.<\/p>\n<h2>What Voters Can Do<\/h2>\n<p>If you encounter <span data-term-id=\"57662233\">voter suppression<\/span> activity at the <span data-term-id=\"57662237\">polling place<\/span>, your next step depends on what exactly happened. For instance, if you were told you don\u2019t appear on the voting roll, you can request and must receive a provisional ballot. The provisional ballot rules vary in each state, but in most, you must provide ID and proof of residence within a certain amount of time for your vote to count.<\/p>\n<p>If something more physical happens, do not take matters into your own hands. Ask to speak to a supervisor or the poll manager. You can also call law enforcement. Document what happened, with photos if possible. Most states have a voter hotline you can call on <span data-term-id=\"57662249\">election day<\/span> with concerns or complaints. The national number 866-OUR-VOTE can help.<\/p>\n<p>After the incident:<\/p>\n<ul>\n<li>Notify your state election board and <span data-term-id=\"57662291\">Department of Justice<\/span> if you believe the situation warrants it. The local or county election board can advise you if that needs to be done.<\/li>\n<li>Consider contacting voting rights organizations like the <a href=\"https:\/\/www.lwv.org\/\" target=\"_blank\" rel=\"noopener\">League of Women Voters<\/a> or the <span data-term-id=\"57662248\">ACLU<\/span>. This is especially important if your other <span data-term-id=\"57662235\">civil rights<\/span> were violated.<\/li>\n<li>Consider contacting your local media. You may also need to call an attorney before you do so to ensure that your legal rights are protected.<\/li>\n<\/ul>\n<p>To avoid issues at the polls:<\/p>\n<ul>\n<li>Know your state requirements. Register early and verify your registration. States now give voters bar codes so you can track your registration in the system.<\/li>\n<li>Know your polling or drop box location. If your state uses in-person voting, prepare to arrive early and stay all day.<\/li>\n<li>Know how to request and use a provisional ballot. Do not be intimidated if a poll worker tells you you\u2019re not on the voting rolls.<\/li>\n<\/ul>\n<p>Voting is your constitutional right.
