All 50 states allow mail-in voting or <span data-term-id=\"58159620\">absentee voting<\/span>. However, it is important to know that those terms describe different systems.<\/p>\n<ul>\n<li><strong><span data-term-id=\"58159616\">Voting by mail<\/span><\/strong> is a broad term for any system that lets <span data-term-id=\"58159669\">eligible voters<\/span> cast their ballots outside a traditional <span data-term-id=\"58159626\">polling place<\/span>. Voters complete the ballot and return it by mail, at an authorized drop box, or <span data-term-id=\"58159618\">in person<\/span> at a <span data-term-id=\"58159672\">local <\/span><span data-term-id=\"58159629\">election<\/span><span data-term-id=\"58159629\"> office<\/span> or vote center.<\/p>\n<p>Not all states mentioned operate the same way. <span data-term-id=\"58159633\">Oregon<\/span> and <span data-term-id=\"58159630\">Washington<\/span> conduct their elections almost exclusively through the mail, with no traditional <span data-term-id=\"58159619\">Election Day<\/span> <span data-term-id=\"58159626\">polling places<\/span>. <span data-term-id=\"58159637\">Vermont<\/span> automatically sends ballots for <span data-term-id=\"58159623\">general elections<\/span> in even-numbered years. <span data-term-id=\"58159636\">Nevada<\/span> began its automatic <span data-term-id=\"58159617\">mail ballot<\/span> system in 2022 following the passage of <a href=\"https:\/\/www.nvsos.gov\/sos\/elections\/voters\/mail-ballot-voting\" target=\"_blank\" rel=\"noopener\">Assembly Bill 321<\/a>. The <a href=\"https:\/\/www.dcboe.org\/faqs\/early-voting-and-election-day\" target=\"_blank\" rel=\"noopener\">District of Columbia<\/a> automatically mails ballots to all <span data-term-id=\"58159628\">registered voters<\/span> for each election.<\/p>\n<h2>Which States Allow No-Excuse Mail-In Voting?<\/h2>\n<p>Twenty-eight states allow any <span data-term-id=\"58159628\">registered voter<\/span> to request a mail-in or <span data-term-id=\"58159632\">absentee ballot<\/span> without providing a reason. You do not need to explain why you prefer to vote from home. You submit a ballot request online, by mail, or <span data-term-id=\"58159618\">in person<\/span> at your <span data-term-id=\"58159672\">local <\/span><span data-term-id=\"58159629\">election<\/span><span data-term-id=\"58159629\"> office<\/span>. The office mails the ballot to your address on file. After completing the ballot, you sign the return envelope and mail it before the applicable deadline. Most states recommend requesting your ballot at least two weeks before <span data-term-id=\"58159619\">Election Day<\/span>.<\/p>\n<p>Many no-excuse states also allow you to sign up for a permanent absentee list. Once enrolled, you automatically receive a ballot for every subsequent election without having to file a new request each cycle.<\/p>\n<h2>Which States Require an Excuse for Mail-In Voting?<\/h2>\n<p>Fourteen states require voters to provide a valid qualifying reason before they can receive a mail-in or <span data-term-id=\"58159632\">absentee ballot<\/span>. Those who wish to do so must meet one of the state&#8217;s qualifying criteria before the state will issue them a ballot.<\/p>\n<p>Valid <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/table-2-excuses-to-vote-absentee\" target=\"_blank\" rel=\"noopener\">excuses vary by state<\/a>, but some common inclusions are:<\/p>\n<ul>\n<li>Being absent from your home county or jurisdiction during all voting hours on <span data-term-id=\"58159619\">Election Day<\/span><\/li>\n<li>Illness, physical disability, or a medical condition that prevents you from reaching your <span data-term-id=\"58159626\">polling place<\/span><\/li>\n<li>Active military service or being a U.S. citizen residing outside the country<\/li>\n<li>Religious beliefs that prohibit secular activity on <span data-term-id=\"58159619\">Election Day<\/span><\/li>\n<li>Working during all polling hours, including caring for an ill or disabled family member<\/li>\n<li>Being incarcerated for a non-felony offense<\/li>\n<li>Being a student living outside your home county<\/li>\n<li>Serving as an <span data-term-id=\"58159622\">election official<\/span> at a polling location other than your own precinct<\/li>\n<li>Being 65 years of age or older<\/li>\n<\/ul>\n<p>State laws differ on what qualifies. For instance, <a href=\"https:\/\/codes.findlaw.com\/in\/title-3-elections\/in-code-sect-3-11-10-24.html#:~:text=(1)%20The%20voter%20has%20a%20specific%2C%20reasonable%20expectation%20of%20being%20absent%20from%20the%20county%20on%20election%20day%20during%20the%20entire%20twelve%20(12)%20hours%20that%20the%20polls%20are%20open.\" target=\"_blank\" rel=\"noopener\">Indiana<\/a> requires voters to have a specific and reasonable expectation that they cannot appear <span data-term-id=\"58159618\">in person<\/span> during the entire 12 hours that the polls are open. If you live in an excuse-required state, check your state&#8217;s <span data-term-id=\"58159678\">Secretary of State<\/span> website for the complete and current list of qualifying reasons.<\/p>\n<h2>State-by-State Guide: Mail-In Voting Rules<\/h2>\n<p>The list below shows which states will <span data-term-id=\"58159617\">mail ballots<\/span> to all <span data-term-id=\"58159628\">registered voters<\/span> during elections, which allow <span data-term-id=\"58159620\">absentee voting<\/span> for everyone, and which states require a reason to vote absentee.
