It was an education program designed for all students, from elementary to high school students. It helped ensure that all students, regardless of their background, received a high-quality education. The NCLBA focused on several key aspects. This included academic achievement, safe schools, and the rights of students with disabilities.<\/p>\r\n<p>In December 2015, the&nbsp;<a href=\"https:\/\/www.ed.gov\/laws-and-policy\/laws-preschool-grade-12-education\/every-student-succeeds-act-essa\" target=\"_blank\" title=\"U.S. Department of Education: Every Student Succeeds Act (ESSA)\" rel=\"noopener\">Every Student Succeeds Act<\/a>&nbsp;(ESSA) replaced the NCLBA. ESSA built on the foundations laid by NCLB but introduced significant changes to education policy. One of the key areas where ESSA brought changes was the requirements imposed on states and the use of federal funding for public schools.<\/p>\r\n<p>This article provides an overview of how ESSA has replaced critical aspects of NCLB.<\/p>\r\n<h2>The Transition from NCLB to ESSA<\/h2>\r\n<p>The Every Student Succeeds Act (ESSA) replaced the No Child Left Behind (NCLB) Act. This was a significant shift in U.S. education policy. NCLB became law in 2001. It imposed stringent federal mandates on states and schools. It also emphasized standardized testing and strict accountability measures. Under NCLB, schools got measured by their yearly progress during the school year.<\/p>\r\n<p>Congress passed ESSA in 2015. ESSA aimed to provide greater flexibility to states and local education agencies. Under ESSA, states gained the authority to set their own academic standards and assessments. This allowed for more personalized education approaches. The legislation also redefined the use of federal funding. It offered states more choices in resource allocation.<\/p>\r\n<p>NCLB aimed to bridge achievement gaps. ESSA continued this mission. But, it also recognized the importance of tailoring education to meet individual student needs. This fosters a more holistic approach to education. The U.S. Department of Education says that ESSA &quot;maintains an expectation that there will be accountability and action&nbsp;to effect positive change in our lowest-performing schools, where groups of students are not making progress, and where graduation rates are low over extended periods of time.&quot;<\/p>\r\n<h2>State Requirements Under ESSA<\/h2>\r\n<p>Under NCLB, the Department of Education placed strict requirements on states. States had to meet specific academic standards and make adequate yearly progress (AYP). ESSA gave states more flexibility in designing their own academic programs.<\/p>\r\n<p>States are now responsible for setting their own academic standards. They provide their own assessments and determine how to improve underperforming schools. This shift allows states to tailor their education initiatives to meet the unique needs of their students.<\/p>\r\n<p>ESSA also strongly emphasizes early childhood education by increasing high-quality preschool access. It helps ensure that children access age-appropriate educational services from an early age. This includes initiatives related to health education and physical education. ESSA also addresses mental health support for school students.<\/p>\r\n<h2>Use of Funding Under ESSA<\/h2>\r\n<p>Under NCLB, meeting specific academic targets meant schools got federal funding. Schools faced consequences if they did not meet these targets.&nbsp;<a href=\"https:\/\/www.everystudentsucceedsact.org\/title-i-improving-basic-school-programs-operated-by-state-and-local-educational-agencies\" target=\"_blank\" title=\"Every Student Succeeds Act\" rel=\"noopener\">ESSA provides<\/a>&nbsp;more flexibility in the use of federal funding. States can distribute funding based on their unique needs and priorities. This can include programs for special education and professional development for school personnel. It can also include support for low-income students.<\/p>\r\n<p>Also, ESSA encourages partnerships between schools and community organizations. PROHIBITED USES OF FUNDS\" rel=\"noopener\">prohibitions on what schools can use the funding for<\/a>&nbsp;under ESSA.<\/p>\r\n<h2>Safe Schools and Civil Rights<\/h2>\r\n<p>Both NCLB and ESSA place a strong emphasis on safe schools and protecting the civil rights of students. Under ESSA, states must have policies in place to address issues like bullying, sexual abuse, and drug use. It also ensures that schools provide all students a safe and inclusive environment. This is regardless of their sexual orientation or gender identity.<\/p>\r\n<p><a href=\"https:\/\/www.everystudentsucceedsact.org\/copy-of-copy-of-copy-of-copy-of-copy-of-copy-of-copy-of-copy-of-title-vlll-1\" target=\"_blank\" title=\"ESSA Section 8021\" rel=\"noopener\">ESSA maintains the principles<\/a>&nbsp;established by the First Amendment of the U.S. Constitution. ESSA protects students&#8217; rights to pray individually or in groups on school grounds. Students can do so if it does not disrupt the educational process. It also must be during non-instructional times.<\/p>\r\n<p>ESSA recognizes the importance of respecting students&#8217; religious freedoms. At the same time, it maintains separation of church and state. ESSA helps ensure that public schools remain neutral about religious matters.<\/p>\r\n<h2>School Safety Under ESSA<\/h2>\r\n<p>The ESSA plays a significant role in addressing&nbsp;<a href=\"https:\/\/www.nea.org\/resource-library\/student-and-school-safety-under-essa#:~:text=Local%20educational%20agencies%20can%20access%20funds%20to%20protect%20student%20safety.&amp;text=Bullying%20and%20school%20violence%20are,to%20addresses%20these%20critical%20issues.\" target=\"_blank\" title=\"National Education Association: Student and School Safety Under ESSA\" rel=\"noopener\">school safety concerns<\/a>. This helps create a nurturing atmosphere conducive to learning.<\/p>\r\n<p>ESSA also acknowledges the importance of eligibility criteria for various safety-related grants. This ensures that public education institutions can access resources necessary to bolster school safety measures. By fostering collaboration between school staff and community organizations, ESSA aims to strengthen violence prevention efforts.
