The outcome of\u00a0the\u00a0<span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> was <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779687\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779687\">affordable coverage<\/span> for more Americans.<\/p>\n<h2><strong><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> Business Requirements<\/strong><\/h2>\n<p>The <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> requires <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779658\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779658\">health insurance<\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779658\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779658\"> plans<\/span> for businesses with 50 or more full-time or <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779647\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779647\">full-time equivalent employees<\/span> who work 30 or more hours per week. These ALEs are required to:<\/p>\n<ul>\n<li>Provide affordable <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779633\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779633\">health insurance<\/span> according to <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> regulations. \u201cAffordable\u201d means it costs less than a specific percentage of an employee\u2019s take-home income. In 2025, employees must pay no more than 9.02% of household income.<\/li>\n<li>Offer a minimum acceptable <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779641\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779641\">health plan<\/span> that meets <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> requirements to at least 95% of full-time employees. The plan must pay at least 60% of covered medical expenses.<\/li>\n<li>Employers must file regular reports of the <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779654\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779654\">healthcare<\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779654\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779654\"> coverage<\/span> provided. This includes updates for any changes in policy.<\/li>\n<\/ul>\n<p>Businesses with fewer than 50 employees are not required to provide full-time workers with <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779633\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779633\">health insurance<\/span>.<\/p>\n<h2><strong>Small Business <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> Requirements<\/strong><\/h2>\n<p><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779643\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779643\">Small business owners<\/span> must give employees a <a class=\"\" href=\"https:\/\/www.dol.gov\/agencies\/ebsa\/laws-and-regulations\/laws\/affordable-care-act\/for-employers-and-advisers\/coverage-options-notice\" target=\"_blank\" rel=\"noopener\">Notice of Marketplace <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779672\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779672\">Coverage Options<\/span><\/a>. If there are other <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> regulations that apply to their business, owners must follow these regulations.<\/p>\n<p><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779643\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779643\">Small business owners<\/span> who choose to provide their employees with <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779654\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779654\">health care<\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779654\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779654\"> coverage<\/span> have some options under the <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span>. The <a href=\"https:\/\/www.healthcare.gov\/marketplace\/shop\/\" target=\"_blank\" rel=\"noopener\"><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779642\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779642\">Small Business Health Options Program<\/span><\/a> (SHOP) gives <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779643\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779643\">small business owners<\/span> access to <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779686\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779686\">health insurance<\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779686\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779686\"> marketplaces<\/span>. It offers <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779636\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779636\">tax credits<\/span> for companies with fewer than 50 employees who want to offer their employees <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779657\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779657\">health insurance<\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779657\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779657\"> coverage<\/span>.<\/p>\n<h2><strong>Small Business <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> Compliance<\/strong><\/h2>\n<p>Businesses that already offer <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779633\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779633\">health insurance<\/span> don\u2019t need to change their insurance plans if they conform to <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> minimum essential coverage requirements. Examples of minimum essential coverage plans include:<\/p>\n<ul>\n<li>Most major insurance plans<\/li>\n<li><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779680\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779680\">Medicare<\/span>, <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779660\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779660\">Medicaid<\/span>, and Tricare<\/li>\n<li>Employer-sponsored <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779633\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779633\">health insurance<\/span><\/li>\n<\/ul>\n<p>Minimum essential coverage permits special <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779639\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779639\">enrollment<\/span> periods for employees with a qualifying life event. Minimum coverage is not the same as minimum value. Minimum value plans must provide adequate coverage. A bronze-level plan is often considered to be a minimum value insurance plan.<\/p>\n<p>If <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779643\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779643\">small business owners<\/span> decide to offer <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779664\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779664\">employee <\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779633\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779633\">health<\/span><span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779633\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779633\"> insurance<\/span>, they must follow all <span data-action=\"click-&gt;dropdown#toggle\" data-dropdown-menu-id-param=\"menu_draft_term_53779638\" data-dropdown-placement-param=\"top\" data-dropdown-disable-toggle-aria-param=\"true\" data-term-id=\"53779638\">ACA<\/span> regulations, such as offering coverage to at least 95% of eligible workers.
