HUD works with local governments and maintains offices in all 50 states and U.S. Territories.<\/i><\/p>\n<p>This FindLaw article gives a brief overview of HUD and provides links to HUD state offices.<\/p>\n<h2>What Is HUD?<\/h2>\n<p>HUD is a department of the federal government&#8217;s executive branch. It is a cabinet-level department headed by the Secretary of Housing and Urban Development. Like many other cabinet-level positions, the Senate must approve the secretary&#8217;s appointment.<\/p>\n<h2>HUD Programs<\/h2>\n<p>HUD covers many different areas of housing in the U.S. These areas include, but are not limited to, the following:<\/p>\n<ul>\n<li>Affordable housing<\/li>\n<li>Community development<\/li>\n<li>Mortgage and loan help through the Federal Housing Administration (FHA)<\/li>\n<li>Public and Indian Housing (Native American)<\/li>\n<li>Fair Housing (anti-discrimination)<\/li>\n<li>Housing assistance programs<\/li>\n<li>Rental assistance\/rent relief<\/li>\n<\/ul>\n<p>HUD helps citizens with a wide array of housing matters. HUD can assist with the following:<\/p>\n<ul>\n<li>Accessibility or discrimination issues<\/li>\n<li>Looking for affordable housing<\/li>\n<li>Obtaining an FHA home loan<\/li>\n<\/ul>\n<p>While HUD is available for everyone, it specializes in helping low-income families find adequate housing.<\/p>\n<h2><strong data-redactor-tag=\"strong\">Fair Housing<\/strong><\/h2>\n<p>HUD&#8217;s fair housing programs address housing discrimination on the federal level through the federal\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/www.findlaw.com\/civilrights\/discrimination\/fair-housing-act.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Fair Housing Act of 1968<\/a>\u00a0. This Act prohibits real estate professionals from making adverse decisions based on protected characteristics. Protected characteristics include, but are not limited to, the following:<\/p>\n<ul>\n<li>Race<\/li>\n<li>Gender<\/li>\n<li>Sexual orientation\/identity<\/li>\n<li>Disability<\/li>\n<li>Religion<\/li>\n<li>National origin<\/li>\n<li>Familial status<\/li>\n<\/ul>\n<p>Housing discrimination is when a landlord uses discriminatory language in a rental advertisement or excludes someone from being a tenant for any of the reasons above. If you have experienced housing discrimination, you can\u00a0<a href=\"https:\/\/www.hud.gov\/fairhousing\/fileacomplaint\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">file a complaint<\/a>\u00a0with HUD.<\/p>\n<h2><strong data-redactor-tag=\"strong\">HUD Housing Assistance Programs<\/strong><\/h2>\n<p>HUD has many housing assistance programs to help renters, prospective homeowners, and landlords. Let&#8217;s take a look at each of them:<\/p>\n<h3><strong data-redactor-tag=\"strong\">Renters<\/strong><\/h3>\n<p>HUD offers housing\u00a0<a href=\"https:\/\/www.hud.gov\/topics\/housing_choice_voucher_program_section_8#hcv01\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">choice vouchers<\/a>\u00a0for low-income families, older people, and disabled people. These vouchers help ensure that vulnerable populations can access\u00a0<a href=\"https:\/\/www.hud.gov\/topics\/housing_choice_voucher_program_section_8#hcv01\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">decent, safe, and sanitary housing on the private market<\/a>. Local public housing agencies (PHA) administer housing choice vouchers.<\/p>\n<p>Housing choice voucher recipients look a prospective home that meets the requirements for the voucher. Once they find an apartment, single-family home, or townhome, the PHA pays the landlord directly. The voucher recipient is responsible for paying for the balance. Anyone interested in a housing choice voucher program should contact their local PHA for more information, including requirements.<\/p>\n<h3><strong data-redactor-tag=\"strong\">Prospective Homeowners<\/strong><\/h3>\n<p>HUD helps first-time homebuyers through the Federal Housing Administration (FHA). The FHA backs mortgage loans by providing mortgage insurance on home loans by FHA-approved mortgage lenders.<\/p>\n<p>Prospective homebuyers can also consider HUD homes, which are often on the market due to foreclosures on an FHA-backed home loan. Interested parties need a HUD-approved real estate broker to submit a bid on their behalf to purchase one of the HUD homes for sale.<\/p>\n<h3>Community Revitalization<\/h3>\n<p>HUD helps revitalize communities through the\u00a0<a href=\"https:\/\/www.hud.gov\/program_offices\/comm_planning\/cdbg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Community Block Grants Program<\/a>. This program gives block grants every year to\u00a0<a href=\"https:\/\/www.hud.gov\/program_offices\/comm_planning\/cdbg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">states, cities, and counties<\/a>\u00a0to aid in the development of urban communities through the following activities:<\/p>\n<ul>\n<li>Providing safe, clean housing<\/li>\n<li>Expanding economic opportunities for low-and moderate-income individuals<\/li>\n<\/ul>\n<p>Recipients of Community Block Grants can use the grants in the following ways:<\/p>\n<ul>\n<li>To purchase real property<\/li>\n<li>To rehabilitate residential and non-residential buildings<\/li>\n<li>To construct or improve public facilities (water, sewer, etc.)<\/li>\n<li>To assist nonprofit organizations as they build economic development and create jobs<\/li>\n<\/ul>\n<p>These activities help revitalize communities by:<\/p>\n<ul>\n<li>Preventing or eliminating blight<\/li>\n<li>Addressing urgent community development needs that threaten human health and safety<\/li>\n<\/ul>\n<p>Those interested in getting a Community Block Grant should research the program at HUD.<\/p>\n<h2><strong data-redactor-tag=\"strong\">Housing Inspections<\/strong><\/h2>\n<p>Through the Real Estate Assessment Center (REAC), HUD inspects public and (HUD-funded) multifamily housing every one to three years. These inspections ensure the housing is decent, safe, and sanitary. The REAC provides\u00a0<a href=\"https:\/\/www.hud.gov\/reac\/mission\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">independent, actionable assessments<\/a>\u00a0that help policymakers understand the condition of the U.S. national housing portfolio.<\/p>\n<p>Before 1998, these housing inspections varied among state HUD Offices. Today, HUD has uniform inspection rules to meet three objective standards. These rules include the following:<\/p>\n<ul>\n<li>Consistent physical condition standards for all HUD housing<\/li>\n<li>Standard inspections to help determine compliance with HUD standards<\/li>\n<li>Implementing an electronic inspection system to help objectively evaluate HUD properties<\/li>\n<\/ul>\n<p>The standards are designed to keep housing safe and fair.<\/p>\n<h2><strong data-redactor-tag=\"strong\">Filing a Complaint With HUD<\/strong><\/h2>\n<p>Consumers can file complaints with the respective HUD program offices if they find themselves facing any of the following:<\/p>\n<ul>\n<li>Housing discrimination<\/li>\n<li>Housing voucher<\/li>\n<li>Public housing issues<\/li>\n<li>Issues with multifamily properties<\/li>\n<\/ul>\n<p>HUD&#8217;s Multifamily Housing Clearing House supports residents of HUD-insured or HUD-assisted housing in filing complaints about the following:<\/p>\n<ul>\n<li>Uninhabitable housing conditions<\/li>\n<li>Mismanagement<\/li>\n<li>Poor maintenance<\/li>\n<\/ul>\n<p>Residents or community members can call the\u00a0<a href=\"https:\/\/www.hud.gov\/program_offices\/housing\/mfh\/hc\/complaint\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Multifamily Housing Complaint Line<\/a>\u00a0for help. People who have experienced housing discrimination can\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/www.hud.gov\/fairhousing\/fileacomplaint\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">file complaints online,<\/a>\u00a0via phone, or by regular mail.
