Most federal education laws focus on broad matters such as civil rights and free speech. But education is primarily controlled at the state level, including how public schools are funded; relations with teachers’ unions; and state university systems. North Carolina, for instance, school is mandatory for children ages seven to 16 (with certain exceptions). And unlike some other states, North Carolina law explicitly allows teachers and principals to use "reasonable force" as a means of punishment.
