Once considered a miracle substance for its fire- and heat-resistant qualities -- used primarily in building materials but also in brake pads and other goods -- asbestos quickly fell out of favor when its carcinogenic properties became fully understood. The naturally occurring and plentiful mineral has the potential to cause lung cancer, mesothelioma (a type of cancer that affects the lining of internal organs), and other serious illnesses when inhaled. Its use was phased out in the 1980s, but people can still be exposed to the dangerous substance, usually when older buildings are renovated or demolished.

General Asbestos Regulations

Asbestos Inspection: The owner or operator of a demolition, renovation, or response action shall conduct, or have conducted, a thorough inspection of the affected facility or part of the facility for the presence of asbestos prior to the commencement of the demolition, renovation, or response action.

Project Design: A project design is required prior to renovation, demolition, or response action that involves an asbestos-containing material. The project design must be a written document, specific to the job in question. A copy must be maintained at the job site and be made available to Department employees upon request.

Licensing and/or Certification Provisions: A person must meet the licensing and/or certification provisions of this regulation prior to engaging in renovations, demolitions, or response activities involving asbestos-containing materials.
Asbestos Notification Requirements

A written notice of intent (NOI) must be sent to ADEQ in advance of the following asbestos-related activities:

  • Demolition - At least 10 working days in advance
  • Demolition under order of government agency - As early as possible, but no later than one working day following the commencement of the demolition
  • Renovation - At least 10 days in advance for most projects; for planned renovations, by Dec. 21 for the upcoming calendar year; for emergency renovations, as early as possible but no later than the following working day after work begins
